If you are not a citizen or resident of the U.S., where can you open
an online trading account for NYSE and NASDAQ? For example,
Scottrade.com only allows U.S. and Chinese citizens.

Interactive Brokers. www.interactivebrokers.com. Just be sure your bank can
take SWIFT transfers.
