When I see this in a fund I usually assume a distribution. However, the
last six years the fund has paid out only in December. No indication of
such on their website.

With the China indexes up a bit today, why would the fund be down so much?

Willi, it's the nature of closed-end funds. Perception of the near term
future is more important than facts. It could go much lower, and quickly, or
this could be a great time to add more to your holdings. Flip a coin. I own
some of it in a contest and it isn't helping me much but I'm going to keep
it for a while longer. Sometimes a couple of big down days are recovered
with a couple of big up days, but not always.

Two downs does not a correction make. Remember my words when you feel like
putting a gun to your head this summer...
SELL IN MAY AND GO AWAY!!!
Read the record, sold my gold&silver yesterday to lock in what looks like a
nasty correction in all the top heavy indicies.
