I'd like to transfer my traditional IRA funds from my Dodge & Cox
Balanced fund into a more conservative traditional IRA fund for now
until the market recovers.I want to do the same with my Roth IRA which
i have in the Vanguard Total Stock Index fund. Any suggestions for
funds and companies? Maybe stay within the same comanies, i don't
know. I'm thinking a money market fund would be a safe bet , but i'll
wait to hear from those much more experienced than me. I'm also
assuming, since these funds are not taxable since they are being
moved from one IRA to another until i decide to withdraw.

Let me see if I understand you. Now that your funds have lost a little
money, you want to secure those losses by transferring into a money market
account. Then you'll wait until the market climbs back up again and buy back
in when the price of the funds is higher than today. Have I got that right?
You want to sell when things are on sale and then buy them back when they
are regular price again. Is that how you do it at the supermarket or the
department store?

Seems to me you have a buying opportunity rather than a selling opportunity.
I don't know how long before you'll be wanting to use your retirement funds,
but trading now because the market is volatile is a poor reason for moving
things around. Just ride it out is my advice.

Instead of totally moving to cash, you may want to consider
diversifying your holdings. Seems you are 100% in stocks. Look at
the diversification tools offered from your fund company.

You mean you want to sell low and buy high? That is not the path to riches.
Assuming this is long term money (5 years or more), close your eyes and ignore
the market's gyrations.

How will you know when the market is starting to recover?

The only reliable way to know when it's recovered is to
wait until after the recovery has already taken place -
by which time you'll have missed out on the recovery.
