People should give a hundred word summary of the hyperlink content.
No clear summary leads me to suspect a spam or malware.
The other situation of people copying long articles without
commentary is just as annoying. It takes time to read them,
not clear what the importance is and violates copyright.

Agreed. So the suggestion is that if the post doesn't appear to follow
that guideline it should be rejected? I don't know that our mod is able
to add that layer of time to make the judgment. A few of these have come
through recently, I just ignore them.
