I have to prepare a web application that shows the stock symbols for
user as shown exactly in yahoo finance web site i.e
if user type 'a' , then all symbols with A should shown up.

My query is :
Is there any web site provide these symbols as web service.

I tried to store all symbols by hard coding in database but problem is
everyday some one has to browse the internet and update the database.

Maybe you can ask them how they did this:

http://www.nasdaq.com/asp/symbols.asp?exchange=Q&start=A&Type=0

Try www.finwin.com from DTN. They also have another similar web
service called Fimi you should inquire about. If you don't need price
data and only need symbols/exchanges, they should be able to set up a
daily symbol dump for you to import. Otherwise, they have the full
menu of related data. These feeds are not free, but know that the
exchanges are really clamping down on the use of their data, so any
"free" data likely is not legal (depending upon the intended purpose,
of course).

Full disclosure: I used to work for this company on this data feed,
though I no longer have any financial interest.
