to me it looks like the USD is going away for good
I'm thinking about exchange all my savings in to Euro, I'm planing on
returning to EU.

Normally when I travel I get the best exchange rate by using my bank
ATM card. But if you are talking about a large sum of money you may
want to talk to several institutions with large european presence.

As to whether the dollar is "going away for good" or not, that's a
whole different question (which you didn't ask). One may just think
that the US dollar is at the bottom right now and it's a good time to
buy dollar.

Well all the people I talk to say that they can't see a reason why
would the USD reverse it's course with this widening trading deficit.
It does not look like that the US treasury is going to increase the
benchmark interest rates anytime soon.
So I'm asking what do you all think about the dollar decline ??

I can't say with any certainty what the future will hold for the USD,
but I wouldn't focus on trade deficit as a sole source of dollar
degradation or a "threatened economy".

I am an Economics major (Austrian economics, that is) and a
libertarian, so I happen to like the Cato Organization alot, but maybe
my bias has clouded my vision.

I have also read numerous studies that suggest we run an ever
increasing trade deficit because or economy is evolving into a service
based economy. It is hard to outsource occupations like Engineers,
Doctors, Lawyers, DHR case workers, CPAs, Chefs, Writers, etc, etc. As
more people turn to service based jobs we import more of our mfg
goods. A service based economy enjoys higher average wages and fewer
employment problems. Look at the nation's employment history of steel
workers, motorcity auto workers, and farmers to name a few.
