I want to know whats the criteria of deciding the circuit on a
particular share . Sometimes share closes/ends at 5% circuit sometimes
@ 10 % and sometimes the same share @ 15 % how is it decided ?

You mean individual stocks circuit breakers?

"a draft proposal that appears to be from the SEC, indicating that if
the closing price of a security declines 20 percent or more, members
and member organizations of the stock exchanges would be prohibited
from short selling that security for three trading days"

But the circuit value for a particular security is not fixed . Say for
example in case of Godrej ind circuit may be of 10 % or 20 % . I want
to know whats the deciding criterion to decide circuit limit for a
particular day .

What market are you talking about? The Indian market? The US markets
do not currently have circuit breakers for individual stocks. I know
nothing about the Indian market.
