There can only be one beneficiary AT A TIME. But you can change the
benficiary at will, as long as the new beneficiary is a qualified
family member. I don't know how often you can change the
beneficiary. If there's no limit, maybe you could essentially
"multiplex" a single 529 plan to cover two children.
